vBulletin 3.6 -> 3.8 Moderator Import Fail
 

I am merging an existing 3.6 board into a 3.8 board. Every thing goes smoothly except for importing moderators. It fails every time without fail. According to the manual it should be supported. I get no errors except "failed on forum ID". Is there anyway to fix this?
