Mods can't access Mod link at bottom
 

What kind of access do I need to give my mods so they can get the "Mod" link at the bottom right of pages? I want them to be able to edit users (ban users* specifically)

A user needed a suspension and I asked the mods to handle it but they both told me they don't have the Mod link at the bottom.
