Social Group Upload Icon Problem

DISCLAIMER: I have searched these forums and google for an answer and tried all options that have been suggested in previous threads :)

I just updated to 3.8.4 PL1 from 3.7.3 PL1 and I've noticed that the Social Group Icon upload does not work* giving the following error:

opeb_basedir restriction set to /home/:/usr/lib/php:/usr/local/lib/php:/tmp/
safe_mode is off

In Server Settings and Optimization Options in admin cp I have tried setting the upload directory to /tmp and a temp directories in my home directory with chmod 777 (/home/username/tmp and /home/username/publich_html/forum/tmp) and left the setting blank.

I've done a test upload in Diagnostics and it reports:

Results No errors occurred while opening the uploaded file for reading.
Unfortunately I do not have SSH access to the server.
