The required qualifications of the teachers to attend TESOL Course and suggestions for the training planJointly sponsored by Jiangsu Xi Senior High School and UNSW Language College* TESOL Training Program is an ideal project* which will result in a win-win situation for both sides. From the Chinese side* a number of English teachers will have a chance to study abroad* experience English culture* improve their language levels* optimize their teaching skills and improve their understanding of modern teaching theory. From the Australian side* the program will surely increase the popularity of UNSW in China* and from this beginning UNSW can develop a large market in China.The Program makes it a rule that those potential trainees must have a score of 6.0 in IELTS or the similar level. This precondition has to be adopted because the language ability is what makes the program successful and effective.As the partner of the program* Jiangsu Xishan Senior High School is responsible for selecting top teachers to attend the course. All candidates must have the following qualifications:1 Having the Bachelor’s degree in English language with a minimum of 5 years in teaching2 Those who graduated after 1996 must have a certificate of TEM Band 8.3 All the candidates belong to the Core Teachers or Backbone Teachers in teaching recommended by District Education Bureau. Those who have the above –mentioned qualifications should have the required English Level. Now the details are explained as follows:About qualification 1* 2According to the National teaching syllabus for English majors which was set up by Education Ministry of China* all the English major students must reach the level required by national teaching syllabus. Only by taking the tests can they get their diplomas for graduation. Qualified English majors must satisfy the following requirements;1) Vocabulary: They must have a vocabulary of 10*000 –12*000* of which they can use 5*000 -6000 correctly and skillfully2) Listening: They can understand English conversation in various situations* they can understand foreign Broadcasts (such as CNN and BBC) on topics including politics* culture* education* science and technology* current affairs and appreciate original TV programs.3) Speaking: They can communicate with foreigners on various national and international issues properly* can air his or her views systematically* concisely and coherently.4) Reading: They can understand comments and book reviews in western newspapers* history biography and literary works* and analyze the author’s viewpoints* structure* language characteristic and rhetoric. They can finish reading an article of 1*600 words in 5 minutes* know the main ideas* and understand the facts and details5) Writing?They can write articles in all styles* which contain a variety of content* with a good choice of words* expressed coherently* and in a proper style. Their writing speed must reach 300-400 words within half an hour. They must be able to write an academic essay with words of 3*000—5*000 words. From 1986* The Education Ministry offered TEM Band 8. It is not a must* but generally speaking* students with such a certificate have a better language competence. The TEM Band 8 is similar to IELTS. Those with such a certificate can usually get a score of 7 or above in IELTS.About qualification 3Teachers working in Huishan district must go through a series of tests before being accepted by the district education Bureau and concerned schools. To promote the development of teachers* Huishan District practices the system of Core teachers or Backbone teachers who can enjoy an extra subsidy. Thus all the teachers are striving to be Core teachers or Backbone Teachers* but it is certainly not easy. They have to go through many procedures and each procedure is quite selective. They must:1) have an excellent ability in English 2) have a strong ability in carrying out teaching research 3) Be devoted to teaching career and have achieved a great deal in teaching.In short* the teachers we will send are highly-qualified and hard-working; we firmly believe that they will put their hearts into the hard-won training and benefit enormously from such training.To ensure the success of the training program* Australian Side has made a detailed plan. Considering the background of Chinese teachers* the following suggestions are made for the training contents and assessment of the study.1) Lessen the time in studying grammar. The English teachers in China have a fairly good command in grammar because grammar is systematic and also very important for all kinds of English texts in China. Teachers attach great importance to grammar teaching and they provide a lot of practice for the students in concepts* rules and usages of grammar. In doing so* they themselves have laid a sound foundation in Grammar.2) Increase the time for discussing teaching methodsTeaching methods are key factors which have a great effort on the teaching results. For Chinese English teachers?it is a golden opportunity for them to learn from their foreign counterparts on teaching methods . Discussion is an excellent way; on the other hand* due to language environment in China* Chinese Teachers tend to be weak in speaking while speaking is the precondition for a qualified English teacher. Their speaking ability is the greatest hurdle for them to make use of various teaching methods. Discussion is the most effective way of improving one’s oral English.3) Allocate time for study trips and investigation.Language is a carrier and manifestation of national culture. Only by going deep into an English –speaking culture can we enhance the teachers’ quality. To make the best use of the time* it is recommended that frequent trips to historical and cultural spots should be organized so that the trainees can gain a first –hand experience in “tasting and breathing” English culture. 4) Assessment of the study should be includedThe main aim of this programme is to gain a certificate in TESOL but what is equally important is that it serves a means to improve Chinese teachers’ English level. Through intensive training and strict examination* the teachers can get such a certificate* which is the result of their hard work. For various reasons* some may fail to get the TESOL certificate* but their English level will have progressed. This is also an achievement in which they should take pride. They can be awarded a Course-completion certificate as encouragement. It is also advisable for the teachers in training to be divided into different classes based on their language ability and purposes.
