Why am I French?

I'm just working out the final kinks in my new installation. I logged out of the site sometime after midnight* and woke up with a sugar hangover and a French website.

I must have done something crazy after my bout of raiding the kid's halloween bags. What did I do? How Can I fix it? If I remember correctly* there used to be a languages mod in my last version.
