Confused about cost

Our leased license expired a few weeks ago and I have been waiting to see the new forum before we decided. Last week the upgrade was 130 and now its showing 190.

As a non proft organisation our staff are all chipping in to help cover this but I am confused in the price. Is $190 correct?
