Need suggestions on Setup

I'm new here and I have been searching around with no luck so it's time to post my question and see if anyone has an answer.

I am setting up a web site for a Boy Scout Troop. A new leadership position has been created for the boys called Web Master. I want to set up pages for each Patrol so the Web Master for that Patrol can edit a manage his page. My question* what would be the best way to set up separate pages and assign rights to a user for just that page and NOT the whole site? Subdomains? Branches? I would like to point out also that I am a Sr. level Network Engineer and not a web site designer. So don't be affraid to explain your ideas to me on a "simple" level. ;)
