I'm using phpbb and have a prob* can Vbulletin help me in this?

I am currently using phpbb and thinking of switching to Vbulletin.

First of all*

I hope with Vbulletin its possible to import the backup of phpBB so I don't loose all users and posts* I found some posts through google where people said its possible but Vbulletin did not make a mention of that in their list of features where they mention:

"Import Facility

Import facility - import posts and members seamlessly upgrade from other bulletin board systems* including Infopop's Ultimate Bulletin Board* UBBThreads* OpenTopic* ezboard* and Ikonboard"


Second*

Currently in phpbb* I have someone who keeps registering on my board using differen't emails and differen't IP addresses* is there something that Vbulletin have setup in place to stop things like this from happening? such as cookie track.. or something that can stop these things or warn the admin that so and so users many all be registered by the same person which is so and so.


Please let me know.
