is there a way (as administrator or moderator) to either create a forum thread as another user* or change the author of a post after the fact?

The use case is:

We use VBulletin Project Tools. It is currently not possible to move an issue from PT into the regular forum. If user XYZ posts "please help me" in the bug tracker* we can't move his post to the help forum* so we want to create a "please help me" thread in the help forum under his name.
