Users More rights to banned users
 

Banned users should be able to remove their posts (only delete)* blogs and their settings.

That been said* I mean it ONLY delete it* not edit it.

Why?

As for instance you ban some user* who has private stuff written in blogs* he/she is unable to delete it by him/herself and you need to do it manually.

And while at it* users should be able to deactivate/delete their account* like FB or Google or others for example.
