I have been having a discussion and I am sure that I'm right in thinking that any deny permission overrides an allow permission?

So if my Primary Usergroup was VIP* and I was allowed access to a VIP forum - but I had a Secondary Usergroup which was denied access to VIP forums then I would be denied from accessing the VIP forums?
My Primary Usergroup is closed from joining (private) but I want the secondary usergroup to be public. Would permissions still conflict?
