Can members apply to join a usergroup?
 

My site www.gamescrim.com will be a place for normal people* FPS team players* and FPS team leaders to get together and game. I have a tournament competition mod where I can restrict or give access via uergroups. I have a Team Member usergroup(can join teams and leave teams) and a Team Leader usergroup(can create teams* join leagues and ladders* add/remove players from the roster).

I understand I can manually change their usergroups after registering* but I would like to automate the system to make it a little easier on the admins. I know I can make the usergroup public and just allow members to join* can I set it up so they can APPLY to join but me or another admin has to approve them before they actually join the group? Email notifications upon usergroup application would also be awesome.
