Issue trying to install vBulletin 3.7.4

I got to Step 2 of the online process (through install/install.php) and got this error:

The database has failed to connect because you do not have permission to connect to the server. Please confirm the values entered in the 'includes/config.php' file.
I have no idea how to remedy this
