Do I need a license to make a plugin/addon?

I own a website (with no forums) and I would like to make a vBulletin plugin/addon so owners of vBulletin can 'interact' with my website.

Basically the plugin is a simple piece of code that edits certain links in the posts made by users.

I would like to know if I need a license or not to be able to make a plugin.
