User Group options

I don't know why* but I cannot find the right spot to set usergroup options. i'm usually ok at getting vbulletin to work* but most of mine are older* and this 3.8.4 is giving me some issues for some reason. the problem I'm having now is that I created a group that will have permission to advertise and tried to limit the photo album to them only so they could upload pictures to advertise in a classified area. I joined the group as an alter ego* and cannot get the album to appear. I don't know if I've set the inherited permissions wrong or not* and just where did that box go for inheritied permissions anyway?
