By default. I don't see why this is seen as dangerous an option as 'Permanently Delete Posts', and why we can't just have it set as yes automatically.

Maybe clear up the add moderator screen as well, with stuff like:

1. Auto suggest mod name

2. Remove useless permissions like visitor message permissions.
