Plugins disabled cant find why
 

After moving my forums to a new server and upgrading to 3.8.3 in the controll pannel under plugin manager I get a this message.

Warning: Plugins are currently globally disabled via config.php.

I checked the config.php and do not see that it has been disabled via the config.php

I'm not a pro at this stuff and this is my first vBulletin forum so any advice or help would be great.
