Is it possible to give certain user permissions only within 1 category/forum.

Example:
Category 1
forum 1
forum 2

Category 2
forum 3
forum 4

I wanna give 1 user ability to moderate topics, open new forums only within category 1


Q2
Is it possible to make group moderators.
I would need ability to make lets say user1 a group1 moderator and he should be able to put members into group1 (without them joining public group) and as well change their primary group to group1.
