ineffective 381 -> 383 upgrade
 

I uploaded the files for the upgrade and ran the upgrade script. It immediately redirected me to "finalupgrade.php" and ran me through language and template updates and dumped me at the admin with no version upgrade at all.

I can't figure this out.
