Can't turn off moderation
 

Ever since I upgraded my forum from 3.6.8 to 3.8.3, I have a sporadic moderation of the new threads and posts. Users part of the same user group will have their posts moderated, while others won't. I'm confused..... I have turned off moderation in all the places I can think of, but nothing seems to be working.

Any suggestions?
