newb question - should be simple?
 

what is the command/process to allow only 1 member to post up in a thread/topic? I want everyone to be able to read the thread, but only 1 member to post in it.
I do not want this single posting member to have any admin powers, just the ability to post replies in his thread, as well as normal forum privilages.

A step by step would be awesome... thanks in advance.
