Installing vBulletin while DNS is propagating
 

I have created a new sql database, assigned a user with full permissions to it and made the required edits to the config file. used FileZilla to successfully transfer the entire contents of the upload directory to my /public_html/ directory.

I am using a professional shared hosting plan and the same company is handling the domain name registration. The plan seems to have all the important features for the vBulletin (Leased License) i purchased yesterday:

10 (GB) Disk Space
150 (GB) Bandwidth
Control Panel - cPanel/WHM
PHP4 / PHP5 - Included
MySQL - Unlimited
FTP Accounts - Unlimited
Online File Manager - Included
Fantastico - Included

Is it possible to install vBulletin while my dns is propagating with my Temporary Webpage URL?

i keep getting this same message everytime and have tried adding install/install.php to all the combinations of my temp wepage url as above in the examples. if someone can provide me with support it would be greatly appreciated :(
