Hello guys

I think I have found a new bug in 1.6.3. Now when users register and then they go to the control panel and click on the comment tab under My page it will not display the Fields for either uploading an avatar or linking to an avatar. I have taken a screen shot to show you

Is there a ways to fix this so all users can either upload an avatar or link to one. Some user accounts have it and a lot of them don't.

Any help would be much appreciated.
