"What's Going On?" block not visible
 

Under vBulletin Options;
"Forum Homepage Options" I have "Display Logged in Users?" set to Yes, along with Birthdays, Calendar, etc, etc.
"Display Logged in Users?" is also set to Yes.

Under Usergroup Manager;
I have the "Who's Online Permissions" set to Yes for each of the user groups required.

Yet with all this, only members of the Admin and Moderator groups can see the "What's Going On?" block.

What am I missing?
