block "pin" issue and spacing
 

I have been trying to get 2 blocks in the body to just pin. As soon as I log out of the administrator account, they disappear. I have the permissions set to show to all visitors. Is there a way to fix this?

Also, how can I create spaces between blocks? I would like more spaces between them instead of having them one right after the other.
