According to Amnesty International, the Persian Gulf states Qatar, United Arab Emirates, Saudi Arabia, Kuwait, and Bahrain have offered zero resettlement places to Syrian refugees. Russia, Japan, Singapore, and South Korea have also offered zero resettlement.
