easiset way to add a link to banner or top
 

I think I asked this before but the answer was too simplified for my vBulletin prowess. I have a small 100x150px jpg I want to add to my banner (area) doesnt matter where as long as its on each page. I want it to be a link to another page where I can have more details.
1) I need help with that link
2) I need help makeing that linked page to look the same as the rest of my vbulletin. It can be a link to a notice if thats possible it would be fine.
