Mr. Obama has sought to assuage the U.S.’s Arab allies in the Persian Gulf by pledging increased security cooperation and new arms sales to the six nations that make up the Gulf Cooperation Council—Saudi Arabia, the U.A.E., Qatar, Oman, Bahrain and Kuwait.
