post moderation for new users
 

I set up a promotion like this http://www.vbulletin.com/forum/showthread.php?t=248832 and set "Follow Forum Moderations Rules" to No, for registered users.

I used my laptop and registered as a new user to test everything and I was able to post without being moderated. I've been going over everything but I cant figure out what is going wrong.
