is this a bug (regarding HTML per usergroup/forum)?
 

I'm not sure if this is a bug so I didn't post it in the bug tracker. If you enable HTML for a usergroup but disable it for the forum, HTML can't be used. Then if you enable it for the forum but disable it for a usergroup, said usergroup can STILL use it.

What gives?
