Banned user still logs in
 

I have a bunch from E Europe that are hammering me.

I moderate all posts so they are not making it into the forum if they try to post, but I scan new users and check them against spam lists to stop most before they even have a chance.

Twice now in the past few days uses that I have banned them as users AND banned their IP address have logged back in to the board. I just caught another one.

Am I misunderstanding the ip ban? I thought they could not access any part of the board much less log in.
