Only Images in Signature

I just have a quick question and I don't think that it has been addressed here. I think the opposite has been addressed, but I cannot find the answer I am looking for.

I am an Administrator on a car enthusiast website and a lot of the members have modification lists in their signatures. This clutters up the forum by making it look like a ton of random text and its a bunch of advertisements for other companies. I was wondering if there is a way to limit their signatures to only images and how I can limit the size of those images so I can kepe them relatively small.
