Questions of IP locators and whos online
 

I constantly check the Who's online page to see if there are any banned IPs that are trying to access the forum.

First question is, what is a good site that I could do a good IP search on a number?

Second, when I get a very strange IP and I ban it how is still able to get on? I know it has the red stop sign but I thought with a proper banning they could not get in at all..
I got this odd IP 91.121.137.51. :p
