looking for a freelancer -- creating a managing user accounts --

When we originally set up V bulletin .. we really didn't properly understand how to set up user accounts

Basically now I want to have three or four forums that are hidden from various groups of users etc. but the way the users were set up it seems difficult to accomplish

We realized that this wasn't set up properly at the beginning and are now looking for someone to clean it up for us :-)

I was curious to know is there any way to find good reliable freelancers through the forum etc.?
to help clean up the settings :)
