Stupid But Important Question.
 

okay you will laugh at this question but ohwell.

right so i want to make some user group changes, to determine which groups can ban users and which cannot. i cannot seem to find where to change which groups can ban users.

and i also want to make certain members able to ban users.

how do i do this i cannot find an option anywhere :(
