ok problem #1 - ive set it so that there is 30 posts on a page, but its still stuck @ 10, 2 days later. why is this so?

problem #2 - i had a spammer spamming last night and i couldnt ban it. it would say "you've banned blah blah" and then it would come up with 0 banned users and he was still posting. anyways managed to delete him, then he signed up again and spammed, so just deleted him again. why isnt the ban working?
