UserGroup not working properly
 

I am not sure where I am going wrong. I have created a new usergroup called Moderated Registered User based on my Registered User usergroup.

My board is not moderated, but I have seen times where I need to moderate a user, so I wanted to create this new group.

I copied the settings from Register User and then changed Follow Moderator Rules to No in several spots (forums, pictures, social etc)

Then I placed a test account into that usergroup and posted something, but was able to see it without moderation.

Any clue as to what I should look for or look at to fix this? Did I miss something I should have done differently?
