If else conditional for topic, thread, post new thread page

I want to show some information when users is posting a New Thread, also i want to show some other information when is reading a thread! etc when is browsing threads..

Is any if....else statement to show this information?

if $navbits[lastelement] is for Last Element
what stands for Last Element Date-Time?
