Promotions working most of the time but not always
 

People register, reply to confirmation email, and are then considered 'Registered User'. That group is Moderated and need to have their first post approved. Then every 15 minutes the Promotions are run in the scheduled tasks and they are promoted to a group that is unmoderated.


The promotions being done by the scheduler is working most of the time, but some members are never promoted.

When I manually perform User Promotions it works like it is supposed to every single time.
admincp -> Scheduled Tasks -> Scheduled Task Manager -> User Promotions

I'm stuck. I've got moderators approving posts but then I need to constantly monitoring members to make sure they are promoted. As far as I know not even super moderators can manually promote people.
