Help? has my site been hacked?

I can not login to my admin account on my site, and tried uploading he tools.php script (works just fine).

However, when I type in a new user (register) and when I try to login with that new user name, it says...

Wrong username or password. You have used up your failed login quota! Please wait 15 minutes before trying again. Don't forget that the password is case sensitive.

I have not tried to login 5 times with that new account, but keep getting this error?

Any ideas?
