Notices Allow us to change the "Notices" bit for each notice.
 

Forgive me if this has been suggested before, but I think we should be allowed to change the "Notices" phrase in the header of the notice for each individual notice (i.e. You have a notice that is set for a new member to see if they have not yet made a post. Maybe you would change this to "Welcome to *Forum Name*!". Then you have one to announce you will be doing maintenance on your forum which might have "Important Announcement: Scheduled Maintenance".).
