Hi, a administrator who had ftp access decided to delete their account and leave for two weeks decided to come back. The board had it to where an adminstrator would have to approve new accounts. She however makes the following claim:

I have FTP access. I always have, Mike never removed it. I uploaded tools.php to the admincp folder, uploaded the proper files in the install folder and made this account an admin account. I never approved my account, because it slots it into the COPPA group, and when you run the tools.php restore admin function, it slots it back into the admin group, out of the COPPA group, meaning no activation is required. I don't claim it was hidden, I claim that I hid the admin status when I registered. The new user registration is sent to me, Mike never changed it, I am the admin, my email is on the admin and webmaster fields. The activation notices are sent to me and no one else.
Is it possible to get administrator this way?
