Not Smarter than the User Infraction Group Software

I have been combing through the manual as well as the vBulletin forum for more info on this but am still in the dark about setting up infraction groups.

I have finished expanding my infraction system using the infraction level area and have assigned the infraction points to each specific offense.

I have three tiers of consequences with varying amounts of days 'in the cooler' that looks like this:

Moderated Status - 1, 3, 5, 7, 14 days
Loss of posting privileges - 1, 3, 5, 7, 14 days
Temporary Ban - 1, 3, 5, 7, 14 days

I want people to automatically be moved into the group that correlates with their number of infraction points and that's where I've gone wrong.

From what I can see you have to make a new user group in the regular usergroup making-area that has the permissions taken away. Then in the 'Make a New User Infraction Group' area you put the title of that group in the 'Override with Permissions from Usergroup' box? How do you assign how many days of that consequence they will receive before they are removed from that secondary infraction group?
To illustrate:
A member gets a one point infraction which automatically puts them into moderated status for the next 24 hours. I need them to automatically be moved to the lowest infraction level.

Another member gets in a big blowup with someone and ends up with 6 total infraction points which correlates with 3 days on moderated status so they would need to automatically be moved to 3-day moderation on the first tier.

Our infractions stay on record for 3 months and the expiration time starts over if the same offense is committed. This eventually could get people moved to the second or third tier as they accumulate their infraction points.
I want the system to work for both gradual accumulation of points but also with the flexiblity that if someone was really out of line and got a large number of infraction points at one particular time it would bypass all the first tiers and put them exactly where they need to be on the 2nd or 3rd tier, again, correlating with the number of points they have.
I'm looking to make 15 levels of points:
Level 1 - Moderation
Duration Point Accrual
1 day 1-3 points
3 days 4-8 points
5 days 9-15 points
7 days 16-20 points
14 days 21-25 points

Level 2 - Posting Permission Revoked
Duration Point Accrual
1 day 26-30 points
3 days 31-35 points
5 days 36-40 points
7 days 41-45 points
14 days 46-50 points

Level 3 - Temporary Ban
Duration Point Accrual
1 day 51-55 points
3 days 56-60 points
5 days 61-65 points
7 days 66-70 points
14 days 71-+ points

First of all can I even do it this way and secondly how do you do it?
My confusion is several-fold.
Under Add New User Infraction Group:
1) Primary group
If I am setting up an infraction group whose negative permissions are to override those of their current group do I pick 'all user groups' as primary group so that no matter their current primary group this will apply to them? A person might be a regular registered user or maybe already in a moderated group so I assume I need to say 'all user groups'.
2) Override with Permissions from Usergroup
Is this where I choose the usergroup I have made that takes away their ability to post unmoderated? Does that usergroup become an infraction group?
3) It asks for a number of points to be moved to this new group. I wanted the first one to be 1-3 points, the next 4-8 and so on. I have a feeling you can't put a range but have to choose one particular number. As long as they go over a number but do not hit the next level will they still automatically move to the right group? Ex. Group 1 begins at 1 point, Group 2 begins at 4, the user gets a 3-point ban so they automatically move to Group 1? I need it to make sure that subsequent infractions bump them back into the correlating status, so that if say, they already had 2 infraction points and served their one day of moderated status but then they get 2 more points they again serve a day of moderated status.

Any light you can shed on this for me would be awesome. I appreciate any assistance or suggestions. I have a new moderation council in place and as the administrator I need to get an infraction system that will work well with multiple mods and allow me to be more hands-off now that we've grown past the cozy stage and need more than just one or two people to moderate.
Thank you!
