Moderator Account Not Working
 

I have set-up a new account and put the account in the moderator group. When the user logs in they do not see the modcp link at the bottom of the forum. I tried to get the user to login with the modcp and it says "thank you for logging in" and then goes back to the modcp log-in screen.

I tried this two ways. I tried having the user create the account and then me putting the user in the moderator group and also using the admincp to add the user manually into the moderator group. This is a very strange issue it would seem, or maybe I am doing something wrong. Any guidance would be appreciated.
