Make Search on navbar available to guests
 

I have a Google Custom Search as my main site search now, and I want it available on the navbar for guests to be able to search. I got rid of the if statements around the search, but that didn't solve the problem. Here is the header template code (my navbar is in the header for my forum), what do I need to modify in order to make the search dropdown appear for guests. For some reason, I can't find the problem.
