Is it possible to have this design on a vBulletin 4.2.0, if so, what are the steps to get this done?

I am referring to the subforums, the layout of the subforums and the way it states "Regional" which is also a link to JUST the regional forums. I wanted to create something like that for my site as well and I was wondering if it can be done.
