Would you consider this post to be spam?
 

Even though I have been moderating forums for a few years I still sometimes find it difficult to decide whether or not a particular post is a spam post or not.

In a thread discussing a particular topic, would you consider a post like the one quoted below to be a spam post;

On the one hand I feel that I need to be tougher on poor quality posts, in order to improve the quality of content on my forum and on the other hand I know that I sometimes like to make short simple posts (e.g. to thank and individual member) on forums I'm a member of.
