Announcements and Nav Bar
 

Two very small bugs (one is really just an annoyance).

When announcements stack, it creates a little sideways triangle to scroll, but the bottom of it is cut-off for me (in Chrome, Firefox, and Internet Explorer using Windows 8).

Also, before the page finishes loading, the nav bar will look like this:

The links are shifted to the right.

Edit: Forgot to mention that you can't scroll until the page finishes loading using Chrome.
