Getting rid of human-trolls?
 

What are some ways I can get rid of human trolls? I perma ban their IP's but they always seem to come back, I ban their accounts and names but they wait about a month then come back. I was considering banning free email addresses like hotmail, gmail, etc but that has it's problems....

What are some suggestions? :)
