Settling a debate.
 

Sorry if this topic is inappropriate for this forum though I'm curious. A friend who is a mod on a vB forum is telling me she couldn't ban through the modCP early on years ago and only admins could ban. I think she is wrong and that mods could at least ban by username. Who is right?
